Draft Environmental Assessment (EA) for proposed Enhance-Use Lease project – Freedoms Path

The U.S. Department of Veterans Affairs (VA) is advising the public that it has issued a draft Environmental Assessment (EA) that evaluates the proposed development of the Freedoms Path Assisted Living development. The project would be accomplished through an Enhance-Use Lease (EUL) with the developer “Communities for Veterans”. The project proposes the demolition of a single car garage and the rehabilitation of four (4) existing residential buildings and construction of a new one-hundred ten (110) unit facility and associated access and parking on property located at the VAMC Northport campus located at 79 Middleville Road, Northport, New York. 

Required by law, the draft EA analyzes community sensitivity with regard to environmental impacts for resources such as aesthetics, floodplains, wildlife and cultural resources. The purpose of the draft EA is to provide the public with the information required to understand and evaluate the proposed project and provide their input in the decision-making process. Any substantive comments received will be addressed in the final EA. After the conclusion of the public comment period, a Finding of No Significant Impact (FONSI) or a Notice of Intent to conduct an Environmental Impact Statement (EIS) will be issued, as appropriate. 

Copies of the Draft EA are available for public review by appointment only at the VAMC Northport Library, Building 12, 1st Floor, for 30 days, Monday through Friday, from October 6, 2014 to November 10, 2014, from 9:00 am to 3:30 pm, during regular business hours. There will be no access on October 13, 2014 (Columbus Day). To ensure VA staff is available to assist you, please contact the Engineering Office at 631-261-4400 x7075 to schedule an appointment.

Public comments must include Name, Address, and Telephone Number. Please note that VA reserves the right to not address any comment that does not include this information. All public comments are due no later than November 10, 2014.
