D. Scott Guermonprez, FACHE has been selected for Director Northport VA Medical Center effective June 26, 2017. Previous to accepting that position he was the Director for the Albany Stratton VA Medical Center since September 18, 2016. Mr. Guermonprez oversees the delivery of health care at the VA Medical Center and its eleven Community Based Outpatient Clinics (CBOCs), that serve over 42,000 Veterans throughout eastern NY, western Massachusetts and Vermont. The Medical Center has an operating budget of $205 million and employs more than 1,200 employees.
Mr. Guermonprez is a retired Air Force Colonel with over thirty years of active duty military service. He joined VA in June, 2014, appointed as Albany VAMC’s Associate Medical Center Director. Since November, 2015, he has held several key leadership positions, including his most recent appointment as Albany VAMC’s Interim Director. Prior to working at Albany VAMC, Mr. Guermonprez served in multiple executive management and leadership positions within the Department of Defense, directing large scale health care delivery systems at six medical centers and three headquarter locations, including three years as Medical Center Director for the 82nd Medical Group at Sheppard Air Force Base, 11 months as Associate Director (Director for Administration) at the Medical Education and Training Campus, Ft Sam Houston, TX, and serving as a Research Fellow at the RAND Corporation.
Mr. Guermonprez holds a Master of Science in Management, has a dual Board Certification as a Fellow with the American College of Healthcare Executives and the American Academy of Medical Administrators, and has extensive experience with Joint Commission Accreditation of Healthcare Inspections, to include being personally recognized for consistent Best Practices.

Acting Chief of Staff
Dr. Cruise graduated from the New York University School of Medicine and completed a residency in Physical Medicine and Rehabilitation at the Rusk Institute of Rehabilitation, New York University. She served as the Chief of Physical Medicine and Rehabilitation Service at the New York Harbor VA Healthcare System, then as the Director of Virtual Health and Rehabilitation for the Veterans Integrated Service Network 3, New York/New Jersey where she was responsible for the development and implementation of the Virtual Health and Rehabilitation Programs. Dr. Cruise has served as the Associate Chief of Staff for Rehabilitation and Extended Care at the Northport VAMC where she had oversight for all of the Physical Medicine and Rehabilitation Programs and was the Medical Director of the Community Living Centers. She chairs the national VA PM&R Leadership Council and is a member of the national PM&R Field Advisory Board, working closely with both Physical Medicine and Rehabilitation and Telehealth Services in VA Central Office. She currently serves as Northport VAMC’s acting Chief of Staff.

Colleen Luckner is the Interim Associate Director at the Northport VA Medical Center. Prior to her current assignment, she served as the VISN Network Compliance and Business Integrity Officer since 2011. She began her VA career in 2007 at the Northport VA Medical Center as the Chief of Health Information Management and then served as the Acting Chief of the Business Office. Ms. Luckner graduated from St. Joseph’s College with a Bachelor’s Degree in Health Administration and a certification in Health Information Management. She also graduated from Dowling College with a Master’s Degree in Business Administration.

Acting Associate Director, Patient Care/Nursing Service
Ms. Barchue is an experienced nurse executive and a highly effective leader. She holds a Certificate in Nursing Management, Fairfield University, a BA in Leadership, Sacred Heart University (Magna Cum Laude), and MS in Organization and Management with a Specialization in Leadership (Summa Cum Laude) Capella University. She is a graduate of the Northeast Health Care Leadership Institute and is one of the first Veteran Health Administration Certified Mentor. |Ms. Barchue has spearheaded and implemented the Basic and Advanced Cardiac Life Support on site programs within the entire VISN 3 Network; the first VISN 3 Clinical Nurse Managers Leadership Institute; and the first JJP VAMC Nurse Managers Boot camp. She professionally networked to affiliate with Hunter College (CUNY) to become the clinical site for the Clinical Nurse Leaders (CNL) program. She also spearheaded the implementation of a joint program between the Dept. of Defense and the JJP VAMC to detail active-duty soldiers for a 2-week voluntary period at the JJP VAMC. Ms. Barchue successfully completed a federally funded pilot program for Intermediate Care Technicians (ICTs) to train medics and corpsmen in Emergency Care; the only ED in the North East selected for this pilot. She has since written a chapter in a book titled “Realizing the Future of Nursing: VA Nurses tell Their Story”. In addition to her recent publication she has authored numerous articles, book chapters and books.
